MINUTES
Minutes
of the November 1, 2011 Cabinet Meeting were approved.
PRESIDENT
Assessment-
The Cabinet discussed the December 1, 2011follow-up visit to Lincoln
University’s November 1, 2011 Monitoring Report. Dr. Howard Ishiyama, Vice President for
Academic Affairs at La Roche College, will conduct the visit. He will be accompanied by Dr. Mary Ellen
Petrisko, Vice President, Middle States Commission on Higher Education.
Dean
Chikwem shared the reports generated from his school’s assessment
presentations.
Commonwealth Capital
Project Funding – Lincoln University has been the
beneficiary of $260,000,000 in Commonwealth Capital funding since fiscal year
2000. Recently, Charles B. Zogby,
Secretary, Office of the Budget, informed the University that the additional
debt burden to support existing capital commitments to Lincoln University and
the other state-related institutions, and
the
State System of Higher Education will adversely impact the Commonwealth’s
operating budget through increases debt service requirements. In view of this, Governor Corbett has agreed
to continue the Commonwealth Capital Budget funding for Lincoln at a
re-established commitment level of $10,000,000 for FY 2011-12. This is down from the $20,000,000 commitment
level over the past eight years.
Student Clearance
– Presidential assistance will be provided to bring student balances within the
limit established to permit student to re-enroll for the spring 2012
semester. First consideration
will
be given to Pell- eligible students with a GPA of 3.0 and above. Any remaining funds will be applied to the
accounts of Pell-eligible students with a GPA of 2.5 to 2.9.

Conformance Reports
– Cabinet discussed what must be put in place to implement an “encumbrance
system” to enable the production of Conformance Reports with more detailed
information.
ACADEMIC AFFAIRS
Dean
Chikwem presented a “Report on Placement Issues at Lincoln University,” which
was developed with the assistance of Dean Judith Thomas. The report will be
submitted to the faculty Educational Policy Committee for review and action.

There
being no further business, President Nelson adjourned the meeting at 11:30 a.m.
