President's Cabinet Meeting
September 29, 2003

Attendees:  President Ivory V. Nelson, Vice President Michael B. Hill, Vice President Howard E. Merlin, Vice President Grant D. Venerable, Dean Jerryl Briggs and Ms. Diane M. Brown

Minutes of the September 15, 2003 and September 22, 2003 Cabinet meetings were approved.

Capital Projects
The Office of the Budget and the Governor have approved the Requests for Project Action for the following projects:
· Renovation of University Hall (1101-27)   $2,525,000
· Renovation of Ware Center (1101-37)   $2,916,000

Strategic Plan
Revisions to the Strategic Plan are due in the President's Office by November 30, 2003.  The new updated/revised Plan will be issued by January 2004.

Pennsylvania College and University Rape Education (CURE) Act
House Bill No.566 requires that institutions of higher education establish, implement and administer an educational program that informs students of, among other things, what rape and sexual assault are; risk education and protection; where and how to get help; laws, consequences to an offender; and the promise of confidentiality.  Lincoln University currently has in place programs and orientations, which satisfy many of the requirements of the CURE Act.

Commencement 2004 Speakers
The senior class has submitted through the Director of Special Events and Community Relations, their recommendations for speakers for Commencement 2004.  As the Commencement Speaker is chosen from among the honorary degree recipients, the class will be informed that their recommendations must be submitted to the Honorary Degree subcommittee for its consideration.

Development and External Relations
The Office of Development and External Relations will take the lead in ensuring that the University has proper documents and agreements in place to enter into contracts with vendors/individuals wishing to use the registered Lincoln University logo and/or seal on their merchandise.
Student Affairs & Enrollment Management
The Division is working to get as many students as possible financially cleared by the extended deadline of October 10, 2003.

Fiscal Affairs
The Office of Human Resources has been asked to submit the final FY 2003-04 personnel budget to the President by October 15, 2003.

Academic Affairs
Lincoln University's response to the report of the PRR Review Team has been submitted to Middle States

The Cabinet meeting was adjourned at 11:45 AM.
