President's Cabinet Meeting
September 22, 2003

Attendees:  President Ivory V. Nelson, Vice President Michael B. Hill, Vice President William B. Bynum, Vice President Howard E. Merlin, Vice President Grant D. Venerable and Ms. Diane M. Brown

Revisions to the minutes of the September 15, 2003 Cabinet Meeting will be made and the minutes resubmitted at the September 22, 2003 meeting of the Cabinet.

Capital Projects
In anticipation of the additional Commonwealth funding committed by the Governor for Lincoln University capital projects, campus steering committees will be formed to assist in conceptualizing the renovation/building of the following facilities:

The request for bids for the Ware Center roof repair work has been issued.

Thurgood Marshall Scholarship Fund (TMSF)
The TMSF has changed its policy on scholarship disbursement from an academic year to a calendar year.  Member institutions will receive payment for the spring 2003 and fall 2003 semesters on December 31, 2003.  Financial Aid Information Award Letters are required by the Fund before scholarships will be paid.

Campus Safety/Defibrillator
The University will take steps to secure three automated external defibrillators (AEDs) to be placed in strategic campus locations and at the Graduate Center in Philadelphia.  Personnel will also be trained in the use of the devices.

Peer-to-peer (P2P) file sharing
The division of Student Affairs & Enrollment Management will issue a letter to Lincoln students on potential liability of students engaged in P2P file sharing on campus networks.

Development and External Relations
The President will be involved in a greater amount of development activities during the coming months.  This is in great part due to new opportunities presented by actions taken at the September 20, 2003 Board of Trustees meeting.

Student Affairs & Enrollment Management
The deadline for financial clearance for students has been extended to September 30, 2003.

Fiscal Affairs
The Director of Information Technology will be appointed staff liaison to the Board of Trustees committee on Information Technology and the Library.

Academic Affairs
The faculty negotiating team has agreed to enter into mediation for the faculty contract negotiations.

The Cabinet meeting was adjourned at 11:20 AM.
