Minutes of the July 28, 2003 Cabinet Meeting were approved.
2003-04 Operating and Capital Budgets
President Nelson discussed with the Cabinet and Deans the roadblocks
Lincoln University is facing due to the fact that the Pennsylvania Legislature
has yet to adopt its FY04 operating budget for "non-preferred appropriations"
which includes the State-related universities and public schools.
The Deans and Vice Presidents were instructed to postpone the purchase
of non-essential goods and services inasmuch as the University's cash flow
will be negatively impacted by this development in the Legislature.
The 2003-2004 operating budget will accommodate a 1.5% salary increase for Administrative employees, effective September 1, 2003. This increase is not to be distributed "across the board," but allocated according to job performance. All proposed increases are to be given to the President as soon as possible.
Physical Plant
Physical Plant was instructed to proceed with the following capital
projects:
· Hot water repairs LLC
· SUB hot water
· Urban Center hot water
Program Budget Request 2004-05 Fiscal Year
Lincoln University's 2004-05 Program Budget Request must be submitted
to the Budget Division of the Department of Education, Harrisburg, PA by
September 8, 2003.
Middle States Periodic Review Report
Lincoln University has received the fiscal analysis of its Periodic
Review Report, but is not yet in receipt of the external reviewers' analysis.
The University's response to both the financial and external reviewers'
reports is due to the Commission Office by September 1, 2003. The
Vice President for Fiscal and Academic Affairs will prepare the University's
response.
