Attendees:  President Ivory V. Nelson, Vice President William B. Bynum, Vice President Michael B. Hill, Vice President Howard E. Merlin, Dean Gladys J. Willis and Ms. Diane M. Brown.

Draft Cabinet minutes of July 25, 2006 were approved with necessary corrections.

Academic Affairs
The request submitted by the Graduate Dean regarding additional fees for thesis review was discussed.  President Nelson asked that a thorough review of the program for strengthening and addressing issues within be made in lieu of imposing additional costs to the students.

NCAA Postgame Crowd Control Global Check List/Tool Kit
As part of the Association’s strategic plan to address sportsmanship issues, a small group of NCAA representatives from Divisions I, II and II have established a Crowd Control Global Check List/Tool Kit for institutions to consider as they plan for crowd control measures for the 2006-07 academic year.  The list was sent to all Division I, II and III presidents and chancellors.  Vice President Bynum will review the list for proper implementation of practices.

Fiscal Affairs

Graduate Center Master Lease
The three firms submitting bids for the “3020 Market Street Owner’s Representative” solicitation were interviewed by the Selection Committee.  The Committee concluded that Bancroft Construction’s bid was a superior fit for the work required and has recommended that Bancroft be awarded the contract.  

Lincoln University Grants Policy/Procedures
The Vice Presidents indicated their approval of the draft Grant Policy-Procedure document previously distributed by Vice President Merlin.

Vice President Merlin announced the promotion of Ms. Danielle Jones to the position of Controller/Manager of Business Systems effective August 1, 2006.

Vice President Merlin reported that a small number of vehicle incidents have been reported by fleet management in regard to vehicle usage.  To date, seven incidents have been reported out of 600 documented trips.

Student Affairs and Enrollment Management

New furniture is being delivered for Cresson Hall.

Vice President Bynum reported that the three one-day student Drive-in sessions held July 25, 26 and 27 were carried out extremely well.  Parents and students in attendance gave the sessions outstanding reviews.
