Capital Budget.  Instructional software shall be considered a priority and will be applied to the Information Technology (IT) budget.

Operational Budget.  The operations of each proposed budget must be adjusted within available revenue.  Rather than using the concept of budget cutting, adjustments must be made on how business is conducted, prioritizing need, and making the necessary adjustments to accomplish our mission.  All salary raises required by collective bargaining agreements, increased benefit costs, and a 3.0% overall increase in salaries for non-union personnel must be considered.  University personnel must begin to develop the mindset that the University cannot depend on the State and students for additional revenue.
