President's Cabinet Meeting
March 24, 2003

Attendees: President Ivory V. Nelson, Vice President Howard E. Merlin, Vice President Michael B. Hill, Vice President Grant D. Venerable, Chief Larry Woods and Ms. Diane M. Brown

Minutes of the March 17, 2003 Cabinet Meeting were approved.

University Vehicle Policy The departments of Student Affairs and Physical Plant have been asked to work together on a policy for the use of University vehicles. The policy should include the use of logs to track vehicle use, training and certifications for drivers, stipulations regarding moving vehicle violations and area responsible for oversight of vehicle use. A draft proposal is to be submitted to the Cabinet within the next few weeks.

Lincoln University Purchase Orders The following language will be added to all Lincoln University purchase orders to ensure consistent and continued application and reference to Lincoln standard contract terms and conditions "ALL GOODS AND SERVICES PURCHASED ARE SUBJECT TO LINCOLN UNIVERSITY STANDARD TERMS AND CONDITIONS WHICH IN THE CASE OF CONFLICT SUPERCEDE ANY VENDOR TERMS AND CONDITIONS. UNIVERSITY POLICY: The Office of the Vice President of Fiscal Affairs and the Purchasing Department are vested with sole authority to order materials and contract for service. The University assumes no obligation except on a duly authorized PURCHASE ORDER. The University pays vendor net 30 days."

Governor Rendell signs 2003-2004 Budget Bill Governor Edward Rendell signed the 2003-2004 budget, while striking the $4 billion basic education subsidy. With the passing of the Budget Bill, the appropriations for the state-related institutions (Penn State, University of Pittsburgh, Temple and Lincoln University) must be made by a separate stand alone bill (non-preferred) for each school. These bills have not yet been introduced.
