President’s Cabinet Meeting
March 9, 2005

Attendees: President Ivory V. Nelson, Vice President Michael
B. Hill, Vice President Howard E. Merlin, Vice President William B. Bynum,
Vice President Grand D. Venerable and Ms. Diane M. Brown
Cabinet meeting minutes of February 28, 2005 were approved.
Student Honors Convocation
President Nelson commended Vice President Hill on an excellent Honors Convocation,
which took place earlier. The Convocation was well attended and organized
such that all components flowed smoothly and efficiently. The Lincoln
University honors students were showcased in a very appropriate forum.
2005-2006 Budgets
President Nelson stressed that all budgets must be submitted to fiscal affairs
by Friday, March 11th. The vice presidents should review all budgets
in their areas before they are submitted to the fiscal office.
Physical Plant
Lincoln University Boiler Project
Burns Engineering has delivered Lincoln University’s Boiler permit application
and all supporting backup to the PA Department of Permits.
Department of General Services (DGS) meetings – Director of Physical
Plant met with DGS officials on the following projects:
- Grim Hall renovation project: Design Professional elected
to review a few things before signing his contract. Should have word
within the week.
- Team for the Student Union Building (SUB) Renovation:
meeting went well and team is looking forward to working with Lincoln personnel.
- Sketch review of the Ware Center Project: meeting
was positive.
- Meeting about the new science building was cancelled
due to snow and will be rescheduled soon.
Student Concerns
The President will make plans to meet with Student Government Association
(SGA) officers once a month to discuss with them any concerns or other matters
of importance to the student body.
Audit of Employee Benefits
The University’s Internal Auditor conducted a review of the University’s
administration of employee benefits in the areas of vacation and sick leave
and TIAA-CREF contributions. The audit found TIAA-CREF contributions
are being properly administered and are being deposited and reconciled with
TIAA-CREF reports. Due to exceptions found in the administration of
employee time reporting in the accounting of vacation and sick leave reporting
and accumulation, the Auditor has recommended that the time period reported
on manual timesheets be changed to reflect actual time. As such, a
monthly reporting of time from the 16th of one month to the 15th of the following
month will be implemented as soon as details of this change can be codified.
Revitalization of the Lincoln University Center for Graduate and Continuing
Education
The University has issued a Request for Information (RFI) for the revitalization
of its 3020 Market Street Philadelphia property. The purpose of the
RFI is to gauge the interest and capabilities of organizations providing
services to refurbish and manage properties in revitalizing the 3020 Market
Street property. Lincoln is the permanent owner of the property and
will continue to occupy the building and expand its educational mission in
the Delaware Valley from this location as well as its main campus.
There being no further business, President Nelson adjourned the meeting at
5:00 p.m.
