Program of Activities and Tasks for Year One
During the first academic year (2003-2004), the office was set up and operationalized with an Advisory Committee that includes external members and a Faculty Oversight Committee.

To prepare the program, several elements needed to be put in place, namely:

  • Identify and organize office space for ORDPC. Office locatedin Grim Hall, Rooms 104 and 132.
  • Establish and convene an Advisory Committee. Meetings were held on October 21, 2003, and April 2, 2004.
  • Establish and convene the Faculty Oversight Committee. Meetings were held October 2, 2003, and April 1, 2004.

In spite of the faculty strike during the fall, 2003 semester, there are a number of significant achievements, namely:

  • Grants - ORDPC worked with the Dean of Natural Sciences and his colleagues in the National Science Foundation on a submission (LEAPS) that was successfully funded ($2.5 million). Dr. Louden developed the Monitoring and Evaluation section and Ms. Walker the budget, in addition to attending several meetings with the rest of team members working on the proposal.
  • Developed criteria for awarding pilot project grants.
  • Established Review Committee for pilot project proposals.
  • Reviewed requests from faculty members for pilot project funding.
  • Awarded two faculty members pilot project funding following the Review Committee’s recommendations: Dr. Babatunde for Olola Village Faculty Development Pilot Template Grant to Reinforce Social Capital for Food Security, Poverty Reduction and HIV/AIDS Curtailment in Sub-Saharan Africa; and Dr. Ramdas for Health Care Costs, Quality, and Disparities: Evidence-based Performance vs. Patient Perception Survey Measures for Public Policy Analysis.
  • Sponsored the HBCU/MI Consortium on International Programs meeting in June, 2004 with US AID on Lincoln’s campus.
  • Sponsored nine students to research internships at the federal level (seven with NIDA/NIH and two with NAFEO). For 2004 they were:

    • Emitayo Adetunji – University of Utah- Dr. Karol Kumfper
    • Krystal M Lewis-University of Utah- Dr. Karol Kumper
    • Tonia Harry (Economics and Business)-Federal Deposit Insurance – Washington DC
    • Myeda Leslie (History and Political Science)-Veterans Administration – Washington DC
  • Circulated information (electronic and hard copy) on grants and conferences in a targeted manner to faculty members according to their areas of interest.
    • Assisted five faculty members in developing their concept papers and literature review
    • Sponsored one faculty member's attendance at the National Center for Health Statistics Data
    • Users Conference in Washington, DC – July, 2004
    • Assisted faculty members in preparing and submitting successful abstracts and later manuscripts for conference presentations (at the 2004 Minority Women’s Health Summit-US Department of Health and Human Services - DC Aug-12-15)
