Entrepreneurship Mentor L. "Jay" Burks

L. "Jay" Burks describes himself as the entrepreneurial professor. Education and turning barriers into opportunities are some of his passions. For over ten years, Jay has been consulting small businesses. Currently, Jay is the Executive Director for Delaware's Office of Minority and Women Business Enterprise. The mission of the office is to assist minority and/or women business enterprises in competing for the provision of commodities, services, and construction to State departments, agencies, authorities, school districts, higher education institutions and all businesses. Prior to coming to work for the State of Delaware, Jay was the Director of Cheyney University Disadvantaged Business Enterprise (DBE) Center. Under Jay's leadership, the businesses that received services from the Center generated over $100 million dollars in revenue.

Jay has been an adjunct professor at Lincoln University for over five years teaching graduate and undergraduate courses including Entrepreneurship, Enterprise Innovation Production, Marketing, Human Resource Management, Business Research, Introduction to Business, Economics for non Business Majors and the Freshmen Experience.

Prior to teaching and working with minority and women business owners, Jay worked for some of the world's largest retailers and consumer products companies in supply chain management, sales and marketing.

Jay received his Bachelors degree in Business Administration from Morehouse College, Masters in Business Administration degree from WP Carey School of Business Arizona State University and currently completing his PhD from University of Maryland Eastern Shore.
