BOARD OF TRUSTEES REGULAR MEETING Saturday, September 17, 2005 MINUTES The Lincoln University Board of Trustees met on Saturday, September 17, 2005 in Vail Hall. Chairman Calvin S. Morris called the meeting to order at 9:00 a.m. Eastern. Dr. Gladys J. Willis gave the opening prayer. Secretary Lloyd called roll. Trustees present: Dr. Robert L. Albright, Mr. Robert L. MINUTES Chairman Morris offered the June 23, 2005 and April 16, 2005 Board of Trustees meeting minutes for Board approval. The motion was properly moved and seconded. Favor: 18 Oppose: Abstain: Motion carried. CHAIRMAN’S REPORT Chairman Morris acknowledged Lincoln University students in attendance. The Chairman’s oral report was accepted as information. PRESIDENT’S REPORT In an effort to help those in need during time of crisis, Lincoln University offered tuition free education relief to students from Xavier, Dillard and Southern University of New Orleans affected by hurricane Katrina. President Nelson welcomed Ms. Merissa Ingram, Ms. Bridget Sherman and Ms. Tiffany Thomas (Xavier University) and Mr. Alan Williams (Dillard University). Dr. Nelson announced that the first phase of the new student residence hall has been completed and is occupied. The President’s Report was accepted as information. TREASURER’S REPORT The Treasurer’s Report was accepted as information. STANDING COMMITTEE REPORTS The Audit, Buildings and Property, Business Affairs, Information Technology and the Library, Investment, Planning and Development, and Student Affairs Committee reports provided in the Board Book were accepted as information. TRUSTEES, DEGREES AND NOMINATIONS COMMITTEE Mr. Gregory C. Miller, Chair, Trustees, Degrees and Nominations Committee, offered the following resolutions for Board approval: APPOINTMENT OF STUDENT REPRESENTATIVE RES213_091705 TO THE BOARD OF TRUSTEES MS. ERICA CAMPBELL WHEREAS, Article I, §2(D) of the Lincoln University By-Laws (revised July 1, 2005) provides that one of the eighteen University Trustees shall be a student representative who shall serve for a term of one year; and WHEREAS, By Resolution dated February 19, 2000, the Board of Trustees approved the Student Government Association (SGA) process of determining the student representative to the Board of Trustees; and WHEREAS, The process approved provides, pursuant to the Constitution of the SGA, that the SGA President will be the student representative to the Board of Trustees; now, therefore be it RESOLVED, That Ms. Erica Campbell. is hereby appointed Student Representative to the Board of Trustees in her capacity as President of SGA, for a term expiring June 30, 2006. The motion was properly moved and seconded. Favor: 18 Oppose: Abstain: Motion carried. REAPPOINTMENT OF ALUMNI TRUSTEE RES214_091705 TO THE BOARD OF TRUSTEES DR. WILLIAM E. BENNETT, ‘50 WHEREAS, Article II, §2 of the Lincoln University By-Laws (revised July 1, 2005) stipulates that upon the expiration of the term of any alumni Trustee, the Board shall elect an Alumni Trustee for a term of four years from nominations submitted by the Alumni Association; and WHEREAS, The Alumni Association has nominated Dr. William E. Bennett to serve as an Alumni Trustee for a second four-year term to expire June 30, 2009; and WHEREAS, The Alumni Association has duly notified the Board of Trustees of said nomination; therefore, be it RESOLVED, That the Board of Trustees hereby approves the nomination of the Alumni Association for the appointment of Dr. William E. Bennett to serve in accordance with Article II, §2(C) of the University By-Laws. The motion was properly moved and seconded. Favor: 18 Oppose: Abstain: Motion carried. APPOINTMENT OF ALUMNI TRUSTEE RES215_091705 TO THE BOARD OF TRUSTEES DR. DON N. HARRIS, ‘51 WHEREAS, Article II, §2, of the Lincoln University By-Laws (revised July 1, 2005) stipulates that upon the expiration of the term of any Alumni Trustee, the Board shall elect an Alumni Trustee for a term of four years from nominations submitted by the Alumni Association; and WHEREAS, The Alumni Association has nominated Dr. Don N. Harris to serve as an Alumni Trustee for a four-year term to expire June 30, 2009; and WHEREAS, The Alumni Association has duly notified the Board of Trustees of said nomination; now, therefore be it RESOLVED, That the Board of Trustees hereby approves the nomination of the Alumni Association for the appointment of Dr. Don N. Harris as Alumni Trustee to serve in accordance with Article II, §2 (C) of the University By-Laws. The motion was properly moved and seconded. Favor: 18 Oppose: Abstain: Motion carried. APPOINTMENT OF ALUMNI TRUSTEE RES216_091705 TO THE BOARD OF TRUSTEES MR. TRACEY J. HUNTER HAYES, ‘87 WHEREAS, Article II, §2, of the Lincoln University By-Laws (revised July 1, 2005) stipulates that upon the expiration of the term of any Alumni Trustee, the Board shall elect an Alumni Trustee for a term of four years from nominations submitted by the Alumni Association; and WHEREAS, The Alumni Association has nominated Mr. Tracey J. Hunter Hayes to fulfill his four-year term as an Alumni Trustee to expire June 30, 2006; and WHEREAS, The Alumni Association has duly notified the Board of Trustees of said nomination; now, therefore be it RESOLVED, That the Board of Trustees hereby approves the nomination of the Alumni Association for the appointment of Mr. Tracey J. Hunter Hayes as Alumni Trustee to serve in accordance with Article II, §2(C) of the University By-Laws. The motion was properly moved and seconded. Favor: 18 Oppose: Abstain: Motion carried. The Board welcomed new trustees Ms. Erica Campbell, Dr. Don N. Harris and House appointee Richard H. Glanton, Esq.; and reappointed trustees Dr. William E. Bennett and Mr. Tracey J. Hunter Hayes. Dr. James Gearity will represent The Hon. Gerald L. Zahorchak, Secretary of Education, PA Department of Education. EDUCATIONAL POLICY AND ACADEMIC AFFAIRS COMMITTEE Dr. Robert L. Albright, Chair, Educational Policy and Academic Affairs Committee, announced that over the summer the faculty ratified a new undergraduate curriculum structure for Lincoln University. Members of the 2005-06 Educational Policy and Academic Affairs Committee will meet to examine the proposed structure and bring their recommendation to the full Board for action at the November meeting. EXECUTIVE COMMITTEE Dr. Calvin S. Morris, Chair, Executive Committee, offered the following resolutions for Board approval. RECOGNITION OF THE LINCOLN UNIVERSITY RES217_091705 TRACK TEAMS WHEREAS, The Lincoln University men’s Track and Field Team, with a 1st place finish at the 2005 NCAA Division III Track and Field Championship competition, again demonstrated the national caliber prowess of its track and field program; and WHEREAS, The Lincoln University men have captured seven NCAA Division III outdoor championships (1985, 1990, 1995, 1996, 1999, 2000 and 2005) and five indoor national titles (1990, 1995, 1996, 1999 and 2000); and WHEREAS, In addition to the championships, the Lincoln men have also finished as national runner-ups 11 times (1986, 1987, 1988, 1989, 1991, 1992, 1993, 1997, 1998, 2001 and 2003); and WHEREAS, Lincoln University women have won three outdoor national championships (1993, 1999 and 2000) and captured one indoor title (1993); and WHEREAS, NCAA Division III records are currently held by Lincoln University student-athletes in three championship events; and WHEREAS, Lincoln men have won 52 individual outdoor championships, which is the most in Division III history; and WHEREAS, During the past 20 years Lincoln University student-athletes have captured 116 individual national titles in both indoor and outdoor championship competitions; and WHEREAS, A Lincoln University female student-athlete holds nine individual NCAA Division III championships—an NCAA record for all divisions, covering both indoor and outdoor track and field; and WHEREAS, A Lincoln University male student-athlete participated in the 1992 and the 1996 Olympic games and also won the 1995 World Championship in the 800-meter run; and WHEREAS, Head Coach Cyrus Jones has achieved significant milestones including National Coach of the Year five times, served as honorary official during the 2002 Penn Relays and was recently selected as one of the top 100 sports figures in the Philadelphia region of the past 100 years by the Philadelphia Tribune; therefore be it RESOLVED, That the Lincoln University Board of Trustees salutes the efforts and achievements of the coaches, staff members and most importantly, the student-athletes of the men’s and women’s Track and Field Teams who have contributed so much to Lincoln University’s track and field athletic program and to the institution as a whole. RECOGNITION OF LINCOLN UNIVERSITY FACULTY RES218_091705 WHEREAS, Mr. Jeffrey Chapp, Associate Professor of Art, was commissioned by the Delaware Division of the Arts to design and create Delaware’s 2004 Governor’s Award sculpture awarded to six recipients in 2004; and WHEREAS, Dr. Anthony DiFilippo, Professor of Sociology and Anthropology, has solo-authored four published books with a fifth book entitled Japan’s Nuclear Disarmament Policy and the U.S. Security Umbrella scheduled for publication in 2006, and published three works during the summer of 2005; therefore be it RESOLVED, That the Lincoln University Board of Trustees recognizes the outstanding efforts and achievements of Mr. Jeffrey Chapp and Dr. Anthony DiFilippo, whose works continue to promote and advance the Lincoln University Legacy of Excellence.
